Rohde & Schwarz Test Equipment vs. Cheaper Alternatives: A Cost Controller’s Honest TCO Breakdown

If you've ever had to choose between Rohde & Schwarz test equipment and a cheaper alternative, you know that weird knot in your stomach. I’m not going to tell you that the German brand is always worth it. That would be lazy. But after managing procurement for a 120-person medical device company for six years, I have enough invoice data to show you when it is and when it isn't.

We make the Platinum blood pressure monitor. It’s a surprisingly complex product: it has Bluetooth, a pressure sensor that outputs a 4-20 mA current loop, and an internal clock that drives a pulse train for pressure readings. To test all of that, we need spectrum analyzers, frequency counters, and at least one way to simulate a 4-20 mA signal. I've spent close to $300,000 annually on test equipment and I've documented every order. So here's my honest comparison based on four real decisions I made between 2022 and 2025.

Why I Even Considered R&S in the First Place

My default is to buy the cheapest tool that passes a spec sheet. That has burned me twice. The first time was in March 2023, right before a customer audit. Our budget spectrum analyzer gave wildly different traces for the same emission, and we had to pay $1,200 for a rush calibration to avoid postponing the audit. That event changed how I evaluate gear. I now look at repeatability, calibration plans, and software license costs before I look at the purchase price.

Round 1: Spectrum Analyzer – R&S vs. Budget

We compared a budget analyzer at $18,000 and an R&S FSW at roughly $23,500. The budget unit had similar frequency range on paper, but its noise floor moved around. When I ran a continuous wave signal three times, the displayed amplitude varied by almost 1.5 dB. That's a lot for a medical device pre-compliance check. The R&S unit gave us consistent traces within 0.2 dB. Honestly, I didn't think that mattered until the audit panic. Now it's the first thing I check. I compared spec sheets on rohde-schwarz.com and the budget vendor's site, but two pages of specs didn't predict that difference.

Winner: R&S for repeatability. If you're doing basic radio repairs, the budget unit might be fine. For regulated product development, repeatability is non-negotiable.

Round 2: Cost of Ownership – The Cheap Analyzer Actually Cost More

Here's where I initially struggled. The budget analyzer was $18,000. The R&S was $23,500. That's a 23% premium, which felt hard to justify.

But then I built a TCO spreadsheet. The budget unit required an annual calibration at $1,500, and in year two it needed a $900 repair. Its PC software license cost $1,200 per year, which I almost forgot to include. Over four years:

  • Budget analyzer: $18,000 + $1,500×4 + $900 + $1,200×4 = $28,700
  • R&S FSW: $23,500 + $750×4 = $26,500

The 'cheap' option ended up costing $2,200 more. That's a difference hidden in fine print. And I'm not even counting the cost of a failed audit, which would have been way higher.

Winner: R&S on Total Cost of Ownership, once you include calibration, support, and software. This was the moment I changed my procurement policy.

Round 3: Simulating 4-20 mA – R&S Is Not the Right Tool

Now, the part where I have to be honest about R&S limitations. We needed to simulate the pressure sensor's 4-20 mA current loop to test the Platinum monitor's firmware. For a long time, I assumed our R&S arbitrary waveform generator could handle this. It can, technically, if you build a voltage-to-current converter and carefully scale the output. But that is a pain for a production test station.

I asked around and ended up buying a Fluke 789 process calibrator. It costs about $1,100 (as of January 2025). You press the mA button, dial in 12 mA, and connect it to the loop. Done. It's super simple and it saved us a ton of time.

So, if you're searching for 'how to simulate a 4-20 mA signal 789' – that's the answer. Use a loop calibrator. If you're searching for an R&S generator to do it, please learn from my mistake: it's possible, but it's not the best tool for the job. R&S makes incredible RF gear, not process calibrators.

Winner: Fluke 789 for 4-20 mA simulation. Even though it's not from the R&S universe, this is the perfect example of why 'best overall' doesn't exist.

Round 4: Frequency Counting – The Signalzähler Decision

Our pressure sensor also outputs a pulse train whose frequency corresponds to pressure. We needed a frequency counter. In German, Rohde & Schwarz calls it a Signalzähler, which sounds way cooler than 'frequency counter.'

We compared a generic counter at $2,800 with an R&S counter at $5,200. The generic one had a drift problem. On a stable 1 kHz square wave, it read 988 Hz one time and 1007 Hz the next. That's not acceptable when you're trying to map pressure values to alarms.

The R&S counter was stable and, I should add, integrated beautifully with our automated test rack. Its timebase kept everything consistent. We also looked at a used R&S 8110, which I believe is a legacy signal generator, not a counter. I want to say that number comes up in searches because people mix it up with something else. Don't quote me on that. In any case, we skipped it and went with the modern R&S counter.

Winner: R&S for frequency counting, if you need repeatability and integration. If you only need a quick sanity check, the $300 handheld counter might be fine.

What Would I Do Differently?

We still own the R&S spectrum analyzer and counter. Both are excellent. But I would not have bought the R&S arbitrary waveform generator specifically for 4-20 mA work. I would have bought the Fluke 789 from day one.

Here's my general advice:

  • If you're doing RF pre-compliance, choose R&S for repeatability and lower TCO.
  • If you need to simulate 4-20 mA signals, buy a dedicated process calibrator like the Fluke 789.
  • If you need a frequency counter with a reliable timebase, R&S Signalzähler is solid, but verify your actual accuracy needs before paying the premium.

This worked for us, but we're a mid-size medical device company with a regulated environment and predictable ordering patterns. If you're a one-person bench doing hobby projects, some of these costs wouldn't apply. Take my numbers as a starting point, not the final word. And whatever you buy, keep the invoices. You'll need them when you try to justify the next purchase.
