Rohde & Schwarz vs. Budget Test Equipment: A Cost Controller’s TCO Comparison

Total cost of ownership: the quote that almost fooled me

Rohde & Schwarz quoted $29,400 for the analyzer, generator, three-year warranty, calibration certificate, two RF cables, and a torque wrench. The budget vendor quoted $23,800 for the analyzer and generator only. I almost approved the budget vendor until I added the items that were not on the quote:

  • Functional check and calibration certificate: $1,150
  • Higher-grade cables and adapters: $760
  • Annual calibration plan: $1,300
  • One-day training: $850

That brought the budget total to $27,860—still $1,540 below R&S. Actually, $1,540 is what I remember from the spreadsheet; I know it was within a few hundred dollars. The exact number is less important than the direction. Then, in month 14, the budget generator lost phase lock. Out-of-warranty repair: $2,400. Rush shipping: $450. Loaner rental for one week: $700. The budget option ended up at $31,410 before we even counted the schedule delay. R&S cost $29,400.

The lowest quoted price was not the lowest total cost. It just looked that way until the hidden costs appeared.

Calibration and repair: prevention is cheaper than cure

In 2023 (this was before we standardized the checklist), I audited our spending and found that 68% of our “budget overruns” came from repair and re-calibration, not from purchase price. That pattern changed when we started treating verification as a cost control measure.

The budget analyzer’s input connector was mechanically compatible with our 3.5 mm calibration kit, but the center pin depth was slightly off. We saw intermittent contact for two weeks before finding it. The adapter kit cost $420; the engineering time cost much more. A torque wrench should be part of the purchase, not an afterthought. Hand-tightened SMA connectors drift with temperature and vibration. At 5 GHz, that drift translates into a 0.2 dB error.

R&S included a torque wrench and a recommended cable set in their quote. The budget vendor did not. To be fair, you can buy those parts for any instrument. But if you are comparing quotes, put connectors on the punch list.

Downtime and support: the hidden dimension

When the budget generator failed, support asked for screen captures, log files, and a “description of expected behavior.” Four days of email ping-pong. The repair itself took another week. At a loaded labor rate of $1,800/day, the 18 days of delayed 5G testing cost more than the difference between the two quotes.

I do not mean that R&S never has failures. I mean their support process was faster in the moments that mattered. Our pre-sales questions were answered in under an hour. That gave me a signal about how a future repair would go.

What I would choose now

Should you always buy Rohde & Schwarz? No. If this were a university teaching lab with light usage and a spare instrument, I would probably buy the cheaper unit and accept the risk. But for a company that bills engineering time and signs delivery dates, the lower-priced quote was not lower. It was just delayed.

Buy the R&S setup if you need:

  • Dependable phase noise and repeatable measurements
  • 5G NR waveform generation without extra equipment
  • Calibration support that responds quickly
  • Resale value after five years

Buy the budget option if:

  • You have low usage and high tolerance for downtime
  • You already own the required connectors and calibration equipment
  • An in-house engineer can verify and repair it
  • Your lab is not on a critical path

Even after choosing R&S, I kept second-guessing the extra money. What if we had wasted budget? I didn’t relax until the first calibration report came back with margin. Later, when the repaired budget generator went back into service, it needed recalibration again within six months. That didn’t prove our decision was perfect; it proved it was defensible.

At least, that’s been my experience in a mid-size RF company with a five-day-a-week test lab. Your mileage may vary—but get the TCO spreadsheet out before you let a lower quote make the decision for you.
